I have the honour to acknowledge the receipt of your despatch No.208 with reference to the constitution of the Sanitary Board.
2. After full consideration I am strongly averse to making any change in the law under which the Board is constituted. Since my assumption of this Government I have watched the operations of the Board very closely and I have found that it is doing good work. Pending full consideration of the question I have not filled the vacancies caused by the resignation of the members in 1895.
3. The points noted in your despatch with reference to the statements of Dr. Atkinson and Dr. Clark
